ABER appoints Dr Amenya Kartay as Head of Abuja Liaison Bureau
The Africa Blue Economy Roundtable (ABER) has appointed Dr Amenya Kartay as Head of its Abuja Liaison Bureau, with immediate effect.
The appointment was conveyed in a letter signed by ABER Convener and Founder, Dr Piriye Kiyaramo, the organisation said in a statement.
Kartay, a development strategist, holds an M.Sc. in Environmental Resource Management and a Ph.D. in Leadership and Strategic Studies.
He has more than 14 years of experience in the National Assembly and currently serves as Consultant to the House Committee on Ocean and Fisheries.
He is also Head of the Blue Economy Desk at the African Union Agenda 2063 Diplomatic Mission, Abuja, and Executive Director of the Environmental Resource Innovation and Development Network.
The statement said Kartay would lead ABER’s engagement with the Presidency, National Assembly, Federal Ministry of Marine and Blue Economy and other government agencies.
He will also drive advocacy for the domestication of continental and international blue economy instruments, including the AU Africa Blue Economy Strategy, Lomé Charter, Moroni Declaration and relevant IMO conventions.
The new bureau head is expected to facilitate strategic partnerships with maritime and development institutions, including NIMASA, NIWA, NDDC, NPA, Nigerian Shippers’ Council and the Niger Delta Basin Development Authority.
He will also coordinate engagements with organisations including the African Union, ECOWAS, UNDP, UNEP, FAO and World Bank, as well as diplomatic missions.
According to the statement, Kartay will establish the Abuja bureau as a functional secretariat and coordinate weekly Blue Intelligence Briefs, policy papers and quarterly Abuja Policy Dialogues.
He will further lead fundraising and private-sector mobilisation and coordinate ABER’s national events in Abuja.
The statement said the bureau would also liaise with ABER’s 36 state chapters and 54 African national coordinators.
It said the appointment was for an initial 24-month tenure, renewable based on performance.
ABER said Kartay’s institutional experience and policy expertise would strengthen its engagement with government and other stakeholders in advancing Africa’s blue economy agenda.
